Report a program you completed during the current cycle. Eligibility attaches to the date you completed the program, not the date you submit it.
What counts
Programs from providers the Committee has already tiered are processed against that standing decision. Anything new is researched and put to the Committee.

Every part of this process is built around that sentence, including the parts that look automatic.
A review engine prepares recommendations and assembles the evidence behind each one. It does not approve anything. Recommendations are circulated to the full Committee, which has five business days to object. If no one objects, the batch is ratified. Any objection pulls that item out for discussion at the next meeting.
Where a submission matches a provider the Committee has already tiered, applying that tier is administrative — it executes a decision the Committee already made, and is reported in aggregate rather than ratified again. That is what keeps the queue moving without weakening the principle.
